.ly — Shortened URLs from Libya

bit.ly, ow.ly, sly.ly — Libya’s ccTLD, coinciding with the English adverb suffix “-ly,” has become a staple of URL shortening services. Behind this domain, however, stands the Libya Telecom & Technology (LTT), and the domain’s governance is subject to the country’s laws and political conditions.

In 2010, the Libyan authorities seized the domain of vb.ly, a URL shortening service that hosted adult content. The action was taken on grounds of violating Islamic law, and the service was shut down without prior notice. The incident starkly demonstrated that ccTLDs remain under the legal jurisdiction of their issuing nations.

.so carries a similar profile of risk. Somalia’s ccTLD has been adopted by prominent services such as Notion (notion.so), yet Somalia’s political situation has been unstable for decades, and concerns about the continuity of domain governance persist.

Where .io’s geopolitical risk is one of “possible extinction,” the risk with .ly and .so is “possible arbitrary intervention.” The risk remains invisible until a domain is suspended. It is precisely this invisible risk that warrants documentation in a field guide.
